Babar, a physician by training, holds a masters from France and doctorate in public health from UK. He carries a sound expertise in health systems & policy and has successfully steered projects funded by USAID, WHO, KfW, EU, UNDP, Global Aid Canada, Aga Khan Foundation, David & Lucile Packard Foundation, as well as French, Norwegian and Italian foreign offices, mainly for strengthening of health system, while engaging with federal and provincial
governments, NGOs, iNGOs and private sector. He has also worked for premier academic institutions like Aga Khan University and Health Services Academy and currently serves as an adjunct professor at various institutions across the country. Higher Education Commission of Pakistan and Pakistan Medical & Dental Council has recognized him as MS and Ph.D. supervisor and examiner. He has supervised more than 60 MSPH and 7 PhD theses. He has published more than 175 peer-reviewed papers in both national and international indexed journals. In recognition of his work and credentials, Royal College of Physicians Edinburgh and Royal Society of Public Health UK have awarded him with fellowships in public health. In 2016, he was listed among the most productive scientists of Pakistan by Pakistan Council for Science & Technology, and in 2022 & 2023 he was recognized by Stanford University US among the top scientists of Pakistan based on number of citations of research work. He has served as Senior Technical Advisor for the Ministry of National Health Services, Regulations and Coordination and led the National Health & Population Think Tank, where he scribed National Health Vision 2016-2025 and several policy briefs on public health and health system. During the past 6 years, he had been serving in leadership positions for USAID projects on Maternal-Newborn-Child Health, Health System Strengthening, Pandemic preparedness and Global Health Security. Currently, he holds the position of Professor & Dean of School of Public health and Director ORIC at the Health Services Academy and is involved in teaching modules on health systems research and policy to PhD and Masters in Public health students.
